What action can be taken to help my 17 yr old son from police brutality and medical negelct in jail?

That’s your SON’S side of the story. I wonder what the officers and medical professionals would say if you asked THEM what happened?
If you have a complaint about his treatment, call the department and file a complaint.

You can’t take any action. He’s 17 and it’s out of your hands now. Your influence over him probably ended a long time ago. If he is refusing to take his medicine it’s his fault, not yours, and not the jails.
