Are there such diabetic blood monitors that don’t require using/purchasing blood strips?

Hi, I’m looking for a blood monitor for my dad who now has diabetes. We are very new to this common illness and are unfamiliar with the use of blood monitors. Since we are unemployed and don’t have much money to spare, we cannot afford very pricey tools to control this. Are there such monitors that can simply be used by just itself and no other required purchases, especially the strips and lancets (just by constantly santizing the machine before and after every use)?
